The Tomah Area School District (TASD) is pleased to announce the hiring of Stacey Endicott as the District’s new Director of Pupil Services & Special Education. Ms. Endicott will begin her new role with TASD on July 1, 2026.

Ms. Endicott joins the Tomah Area School District from the Wautoma Area School District, where she currently serves as Director of Pupil Services & Special Education. She brings 17 years of experience supporting students, families, and school teams, along with a strong passion and unwavering belief that all students can learn.
Throughout her career, Ms. Endicott has worked to shift the mindset around special education — emphasizing that students with Individualized Education Programs (IEPs) are general education students first, who receive additional support to help them succeed. Her leadership focuses on building inclusive systems that promote belonging, engagement, and high levels of achievement for every learner.

In her current role in Wautoma, Ms. Endicott develops, implements, and evaluates special education programming; oversees districtwide IEP systems; supports Child Find; provides LEA training; and collaborates with families, staff, and community agencies to ensure strong services and compliance with state and federal requirements. She also oversees Section 504 and ADA processes, comprehensive school counseling programming, English Learner services guidance, and state reporting.
Prior to Wautoma, Ms. Endicott served as Counseling & Transition Coordinator in the Madison Metropolitan School District, where she provided district-level leadership across 18 schools and supervised 52 school counselors. She co-led cross-functional teams, supported district initiatives serving more than 12,000 secondary students, developed outcome-based tools and metrics, aligned protocols and procedures, and supported long-range strategic decision-making. Her experience also includes multi-million-dollar grant planning and administration.
Earlier in her career, Ms. Endicott served as a Student Services Coordinator and School Counselor, supporting inclusive practices through Universal Design for Learning (UDL) and multi-level systems of support. She has facilitated staff development, strengthened student transition systems, and supported trauma-informed practices. She was an early implementer of Developmental Designs, is a Compassion Resilience Facilitator, and is trained in Ross Greene’s Collaborative & Proactive Solutions Model.
Ms. Endicott holds a Master of Arts in Counseling from Edinboro University of Pennsylvania and a Master of Science in Educational Administration/Administrative Leadership from the University of Wisconsin–Milwaukee. She is currently completing her Doctor of Education (Ed.D.) in K–12 Leadership and Special Education through Regent University, with completion expected later this spring.
She holds Wisconsin licensure as a School Counselor, Principal, Director of Instruction, and Director of Special Education & Pupil Services, with additional licensure pending as a District Administrator, Cross-Categorical Special Education, and Elementary Education. She is also a Nationally Certified Counselor (NCC) and Nationally Certified School Counselor (NCSC).
